Task
A property development company is undertaking a new 17 plot development on a site in the village of Holt, Wiltshire. The proposed layout of the development is shown on the attached Site Plan. The development incorporates Housing Association (HA) affordable housing as well as a small play area and some improvements to the public highway.
There is currently a large three-storey dwelling and single storey garage block on the land (shown in red dashed outline on the plan) which needs to be demolished as part of the project.
In the role of Quantity Surveyor, you have been tasked with assisting the project team with planning for any Health, Safety and Environmental (HS&E) requirements to ensure ABC Property Developments Ltd., as a client, principal designer and principal contractor for the works(*), fulfil their obligations to all relevant legislation.
- (Roles as defined in the Construction (Design and Management) Regulations 2015). The proposed gross floor areas for each unit are;
House Type 1 = 110m2, 2 = 120m2, 3 = 200m2, 4 = 210m2, 5 = 210m2, 6AB = 150m2, 7 = 225m2
You must compile a report to critically appraise;
- The design for this project, using a suitable and sufficient designer risk assessment which details foreseeable hazards likely to be encountered during the construction, maintenance and use of the proposed development. Then detail how these hazards can be adequately managed through the design process, looking at the balance of risk against cost, benefit and time.
- The on-site health and safety (H&S) arrangement through the production of a construction phase plan to ensure adequate management of health, safety and environmental (HS & E) factors during the construction phase. The plan must include a site set up layout of the project from starting onsite through to project completion.
- Appraise the role of advanced technologies such as BIM, IoT and Mixed reality (MR) to enhance the H&S on site.
Guidance
- The report must be 2500 words and should critically evaluate the HS&E requirements on this site and justify the ‘reasonably practicable’ balance of risk against cost, time, effort and benefit.
- You should carry out a site-specific risk assessment at both the design phase and the build phase. By using at least two examples of key hazards for both the design phase and the build phase (e.g. work at height, excavation, slips trips and falls etc.), illustrate through a CDM compliant design and suitable on-site H&S management arrangements, how the company can control these hazards as cost-effective as possible.
- The Construction Phase Plan must refer to a site set up plan which details welfare, parking, storage etc. for the whole duration of the works.
- Reflect on the case study how advanced technologies can enhance the H&S on the construction site.
