A problem statement is typically a 1- to 2-paragraph statement that contains a logical argument for the need to address an identified gap in the research literature that has current relevance to the discipline and area of practice. The Prospectus Form requires you provide the problem statement in three parts. This Assignment is intended to help you articulate those three parts with better clarity. You must complete the Supporting Literature part of the prospectus form to do this assignment.
The writing task for this assignment is to move your reader clearly and concisely from understanding the scope of the social problem to understanding what the research problem is that is associated with that social problem. Once you can articulate this clearly in writing, you will be able to complete the three parts of the Problem Statement in the Prospectus Form with greater ease.
Hint: Problem statements are best brought to readers by:
First, define the social problem and provide evidence (through citation) of its scope and relevance to the discipline of public policy or public administration. This might require that you find up-to-date statistics that have been gathered from the public agency responsible for its collection and interpret trends.
Second, since the systems and organizations that exist within the broadly defined discipline of public policy and administration tend to be the very institutions tasked with the responsibility of responding to or managing such social issues, the connection within the discipline can be easily justified; however, to find the gap in the research literature and to identify the research problem associated with the social problem within the discipline, one must interpret the findings of the research literature in a clear and concise manner. Refer to the 10 studies you have previously summarized in the Supporting Literature Section of the Prospectus Form and reflect on common findings or common research approaches and consider how researchers have approached the study of the issues to date from the perspective of the discipline. Summarize this body of research (with citation) in a few sentences so you can delineate for the reader what you believe researchers have come to know and what the gaps currently are in the research literature.
Next, from what you have observed in your cursory review of the research literature and from what you have been able to identify as gaps in the research literature, you can then evaluate the issues or concerns raised by previous findings, explore troubling questions you find to be still unanswered, and consider the research gaps that you believe require priority investigation to determine the research problem.
Pay close attention to your writing (grammar and typos), use of citation (must use APA with precision) and with how you move the reader through the one to two paragraphs. This assignment is a good example of the scholarly writing you will expected to achieve throughout the entire Dissertation process.
