Victoria is due to host the 2023 Invictus Games. As many of the competing athletes will have a disability, a significant amount of purpose-built venues and infrastructure needs to be built. You own and operate a large construction company which has been involved in similar projects in other countries and as such the Premier of Victoria approaches you for some advice.
In particular, he wants a new 100,000 seat stadium to host the opening and closing ceremony as well as track and field events. He also requires a purpose-built swimming pool and a basketball stadium. Each must be world class with a specially designed retractable roof to be installed on the track & field stadium as it will eventually be used as a venue for Australian Rules Football.
The proposed location for the Stadiums is the parkland in what is currently the MCG carpark precinct. Conservationists and residents of Richmond are not happy about the proposed development which will take away acres of parkland, create major traffic congestion as well as create a lack of parking when the venues are complete.
The Premier needs a builder to design, build and maintain the Stadiums and to operate them during and after the Games. Due to his busy workload, and other major infrastructure projects, he does not have time to work closely with the builder on the Stadiums project and upon completion simply wants them handed over, fit for the purpose of hosting the Games.
Due to the COVID 19 pandemic the Commonwealth Government has refused to commit funds for the project and the State of Victoria’s budget deficit does not allow for sufficient funds to pay for the Stadiums.
Since the Games are three years away, the Premier needs confirmation that the Stadiums can be completed within that timeframe.
He has asked you to suggest two project delivery methods and then advise him of the best model for delivery giving the reasons for your recommendation.
You are also required to state why other delivery models are not suitable.
