1. Calculate the standard divisor.

2. Calculate the standard quota for each district.

3. Calculate the lower quota for each district.

4. a. If the sum of the lower quotas is equal to the number of seats, assign each district the number of seats equal to its lower quota.

     b. If the sum of the lower quotas is less than the number of seats, choose a modified divisor by trial and error until the sum of the lower quotas equals the number of seats available.        Assign    each district the number of seats corresponding to its modified lower quota. A city has 15 seats to divide among three districts according to the population shown in the table. Find the appropriate modified divisor to be used in Jefferson's method. Then use Jefferson's method to apportion the 15 seats among the three districts.
