Question: What makes a nation-state a nation-state and not just a piece of dirt?

1.     In class we discussed the most important component of internal relations and comparative politics- human rights. Describe the two main theories about the origination of rights and provide an example using both ends of the continuum. You can pick one right and use it as an example.  
2.     In class we discussed the importance of the Treaty of Westphalia. Discuss the three major outcomes of the Treaty using the information provided in class and for each outcome provide what resulted when the change occurred. Cite examples for each.  
3.     What makes a nation-state a nation-state and not just a piece of dirt? There are typically three criteria or characteristics, which we discussed in class. Using these characteristics, is Palestine a nation-state (we discussed this in class)? Make an argument that it is or it is not.
4.     Define public policy using the definition provided in class. Then discuss the ways problems evolve into policy. In other words, how do we get them on the agenda. Hint: one is like a swimming pool.  Again, when you list them give an example.

The first criterion is that the nation-state has to have a defined territory. This means that it has boundaries that are recognized by other nations. The second criterion is that the nation-state has to have a population that is distinct from other populations. This means that the people in the nation-state share a common culture, language, or history. The third criterion is that the nation-state has to have a government that is able to control its territory and its population. This means that the government has to be able to enforce its laws and protect its citizens.
